Step One, Get the Fleet Carrier to a System with Steel and other Metals as a lot will be needed.
Fill up the carrier with Steel Titanium and Copper and other required things. Then Haul to the Construction ship:
Use big ships for the large volume items. My biggest one is 794 Cargo Shieldless Imperial Cutter or my 788 cargo shieldless type 9
Jump the filled up Fleet Carrier to Construction Ship and ship over all the contents of the FC
For things like CMM Composit therey are hard to find and normally on planetary bases so I Used a smaller ship like the Type 8

Once you have done it though your start port will have secured your system for you.
After that I picked five new sites for Planetary ports. Placed below. Then they get constructed.
And look like this as soon as you jump out and return.
